the one thing i do know is that it is a haircut for humans, in this case. i passed by a local barbershop and they had a list of haircuts with prices like:
flat top: $11
crew cut: $12
teddy bear: $12
i've never heard of one, and the only thing i can find online is for dogs, too. from the look of this place, though, they only do humans.

Are you sure it didn't say Teddy Boy not bear?
Teddy Boy Cut
a style worn by mods in England during the late 1950s and early 1960s. Typically the hair was cut relatively long (for the time), brushed back, and heavily greased.
She grew up tall - she grew up right.
