Why is half of Manhattan covered in scaffolding?

I come to the city several times a year and on the most recent trip was rather astounded by what seemed to be at least two or three buildings on each block covered in scaffolding. Sure, I’ve noticed sporadic scaffolding in the past but it was as if it was suddenly a city issue on steroids. And some of the old scaffolding seems to have been up for what seems like years. Is there some new city ordinance on something or is the scaffolding some kind of mafia front? We don’t see this in The UK.

It can be anything from construction to cleaning to painting, so it is rather common, especially now that the weather breaks.

If the scaffolding went away tomorrow, I swear I wouldn't recognize the place.

The more scaffolding you are walking under, the smaller the opportunity for pigeons to, uh, drop you a gift. How is that a bad thing?

I support it on rainy days, but yeah, I feel you. Most all of the city has scaffolding.

nothing throws me off more when im walking than scaffolding that disappeared overnight. like wtf am i ont he right street??! lol
